How to Clear a CARB DMV Registration Hold Fast

If you're reading this, there's a good chance you just found out your truck has a DMV registration hold and you need it cleared as fast as possible. I deal with this situation regularly and I want to give you the clearest, most direct explanation of what's happening and what to do about it.

What is a CARB DMV registration hold?

California's DMV places a registration hold on heavy-duty vehicles that are not compliant with CARB's Clean Truck Check program. When your vehicle has a hold, you cannot renew your registration until CARB shows the vehicle as compliant in their system.

The hold itself doesn't automatically prevent you from driving the vehicle — but operating with an expired registration creates its own enforcement risk. The goal is to resolve the hold as quickly as possible.

Why did you get a registration hold?

There are two main reasons a hold gets placed:

The first is a missed testing deadline. Every heavy-duty vehicle subject to Clean Truck Check has a compliance deadline — either based on your California DMV registration expiration date or, for out-of-state and exempt-plated vehicles, the last digit of your VIN. If your vehicle missed that deadline without a passing test being submitted to CARB, a hold gets placed when you try to renew.

The second is a Notice to Submit to Testing (NST). CARB operates roadside emissions monitoring devices throughout California that screen passing vehicles for high emissions. If your truck gets flagged as a potential high emitter, CARB issues an NST giving you 30 calendar days to submit a passing test. Miss that 30-day window and you're looking at enforcement fines that can reach $10,000 per day — on top of the registration hold.

What you need to do to clear the hold

The fix is the same regardless of why the hold was placed: a passing Clean Truck Check test submitted to CARB's CTC-VIS system by a CARB-credentialed tester.

Here's the step-by-step process:

First, confirm your vehicle type. If your truck has a 2013 or newer diesel engine it needs an OBD test. If it has a 2012 or older engine it needs an OVI opacity test. If you're not sure, call me and I'll confirm before we schedule.

Second, make sure your truck is ready for testing. For OBD vehicles this means the check engine light needs to be off and all readiness monitors need to show complete. If your light is on, get the underlying issue repaired first — testing a truck with an active MIL will result in an automatic fail and won't clear your hold. For OVI vehicles, make sure the engine is warmed up and the exhaust system is accessible.

Third, do not clear your fault codes or disconnect your battery before testing. I see this happen regularly — someone tries to clear the light before the test to avoid a fail. What it actually does is reset all the readiness monitors, which means your truck needs to be driven through multiple operating cycles before it can be tested. This costs you time when you're already on a deadline.

How long does it take for the hold to clear after testing?

Once a passing test is submitted to CARB's CTC-VIS system — which I do in real time, on-site — CARB transmits compliance status to the DMV on a nightly basis. Most holds clear within 24 to 48 hours of a passing test submission. In some cases it can take 2 to 3 business days for the DMV's system to update.

What if my truck fails the test?

If your vehicle fails, Fleet Rescue will perform one free retest within 30 days once repairs are completed. For OBD vehicles, all readiness monitors must show complete before the retest. The clock on your NST or deadline doesn't stop because of a failed test — so get repairs done as quickly as possible and call me to schedule the retest.
