What is a CARB DMV Registration Hold
California's DMV places a registration hold on heavy-duty vehicles that are not compliant with CARB's Clean Truck Check (SB 210) program. This means you cannot renew your vehicle registration until CARB shows your vehicle as compliant in their system.
A hold can happen for two reasons — your vehicle missed a testing deadline, or CARB flagged it as a potential high emitter through roadside monitoring and issued a Notice to Submit to Testing (NST).
Either way, the fix is the same: a passing Clean Truck Check test submitted by a CARB-credentialed tester to CARB's CTC-VIS system. Once submitted, CARB transmits your compliance status to the DMV nightly — most holds clear within 24–48 hours.
Received a "Notice to Submit" from CARB?
A Notice to Submit to Testing (NST) means CARB's roadside monitoring equipment flagged your vehicle as a potential high emitter. This is separate from your regular compliance deadline.
Upon receiving an NST, you have 30 calendar days to submit a passing Clean Truck Check test to CARB. Missing that deadline results in enforcement action and fines up to $10,000 per day.

Check Engine Light
If your check engine light is on, get it repaired before your test. An active MIL will result in an automatic fail on OBD testing.

Do not clear fault codes or disconnect your battery before testing. This resets readiness monitors and your vehicle will need multiple drive cycles before it can be retested.
